Stakeholders Validate National Media Communication Strategy Ahead of South Sudan’s General Elections.


In a landmark effort to ensure transparency and public trust in South Sudan’s upcoming general elections, a high-level stakeholders’ validation workshop was held on 7 May 2025 at Telecom House, Gumbo-Shirkat, bringing together key national institutions and development partners to endorse the country’s Media Communication Strategy.


The workshop, themed “Unpacking the Elections Media Communication Matrix,” was conducted by the Media Authority and the National Communication Authority (NCA), with support from the South Sudan Broadcasting Corporation (SSBC), the Information Commission, and the Universal Service Access Fund (USAF) under the policy guidance of the Competent Minister for the Ministry of ICT and Postal Service. They collaboratively approached this initiative to underscore the importance of a multi-faceted strategy that involves key stakeholders from government, political parties, media, civil society, and development partners.


Delivering the keynote address during the opening remarks, the Deputy Minister of ICT and Postal Services, Hon. David Yau Yau, states that these elections represent a pivotal moment in our nation's journey towards consolidating peace, democracy, and stability. "A robust and inclusive media communication strategy is essential to foster transparency, promote civic engagement, and empower our citizens to make informed choices." Hon. David Yau Yau concludes.


The Managing Director of the Media Authority, Hon. Elijah Alier Kuai, emphasized the crucial role of the media in fostering a credible electoral environment. He emphasized that the validated media communication strategy is a roadmap to engage citizens throughout the electoral cycle.

He outlined four key pillars of the strategy.


  1.       i.         Strengthening voter education to ensure that citizens are well-informed about their rights and responsibilities.
  2.      ii.         Promoting peaceful participation and mutual respect across the political spectrum.
  3.             Combating misinformation by ensuring the circulation of accurate and reliable information.
  4.    iv.         Ensuring equitable media access for all political parties and actors. 


           He noted that the initiative also aims to serve as a link with the National Elections Commission, supporting transparent media coverage and ensuring adherence to electoral guidelines based on sections 82 and 83 of the National Elections Act (2012, amended 2023).


Most of the event focused on the implementation framework of the strategy, including training, coordination, public engagement, and media infrastructure support. The strategy also outlines a comprehensive budget plan covering educational content, operational logistics, and long-term media development goals.


Representatives from key national bodies, such as the National Elections Commission, the Political Parties Council, and development partners, expressed their strong support for the strategy. The inclusive nature of the validation process signals a deep-rooted commitment to protecting the integrity of the electoral process through unified communication efforts.

The validation workshop marks a crucial milestone in South Sudan’s democratic journey and sends a clear message. The media in all its forms will play a foundational role in shaping a credible and inclusive electoral process for all citizens.
